The October Planning Commission meeting was held Thursday, October 23, 7:00pm at the Welch Town Hall. Andrew Jenson served as chair in Darwin Fox’s absence. Planning Commission members Mike Creglow, Tom Ryan and Liz Pasch attended. There were no guests.
Creglow made a motion to accept the September meeting minutes as written, Ryan seconded the motion and a unanimous vote secured them into the permanent record. There were no building permits submitted for review.
There was a brief discussion after which the meeting was adjourned at 7:20pm.
Due to the Thanksgiving holiday, the next Planning commission meeting will be held Wednesday, November 26, 2025, at 7:00pm at the Welch Town Hall.

The June 2025 Welch Township Planning Commission meeting was called to order at 7:00 pm on June 26th at the Welch Town Hall by Chairman Darwin Fox. Commission members Mike Creglow, Tom Ryan, Liz Pasch and Welch Township Supervisor Andrew Jenson were present.
The Pledge of Allegiance was recited. Minutes for the May PC meeting had been previously emailed for review. Creglow made a motion to approve the minutes as recorded. Jenson seconded the motion, and the Commission members voted unanimously to enter the meeting minutes into the permanent record.
Building permit requests
Devon Wittman appeared and presented his intention to build a new home approximately 28’ x 56’ with a walkout basement on his property on 244th street. A variance had been previously approved by the Welch Town Board and Goodhue County. Creglow made a motion to recommend building permit approval by the Welch Town Board. Ryan seconded the motion and it passed unanimously.
Marcus Johnson presented his intentions to install a roof and side walls over his sawmill. He also stated plans to build a chicken coop as well as plans to plat his property. Pasch made a motion to recommend approval of a building permit by the town board. Creglow seconded the motion. No building permit is need for the chicken coop as it will be moveable (not a fixed structure). The vote was unanimous in favor. A signature by the Welch township chair is required by Goodhue County for the platting process but Johnson wanted the Planning Commission to be aware of his intentions.
Adam Bauer brought a sketch for his plans to add a 6’ concrete walkway/sidewalk/porch along the side of the building he purchased in the Welch hamlet next to the Bleu Dog Café. It would also extend along the front of the building but no further than the current sidewalk. He’s been working with Ross Nelson, the landowner of the property next to his, to design a parking area and landscaping that’s aesthetically pleasing. Jenson moved to recommend the town board approval the building permit for the concrete walkway and Creglow seconded the motion. All voted in favor.
No further discussion worth mentioning ensued, and the meeting was adjourned at 8:00pm.

May 2025____
The May meeting for the Welch Planning Commission was held on Thursday,
May 22, 2025 at the Welch Town Hall. Darwin Fox opened the meeting at
7:02 with the reciting of the Pledge of Allegiance. Those also attending
included Mike Creglow, Tom Ryan and Township Supervisor Andrew Jenson. ____
Creglow made a motion to accept the previously distributed minutes from
the April meeting into the public record. Jenson seconded the motion and
the vote carried unanimously.____
*Building requests____*
Jeff King appeared with his permit request to build an agricultural
building on his property on 267^th street. The building is planned to be
approximate 60’ x 110’ and the location complies with all required
setbacks. Creglow made a motion to recommend permit approval to the
Welch Town Board and Jenson seconded the motion, which passed with a
unanimous vote.____
After a brief informal discussion, Jenson moved to adjourn the meeting
at 7:20 pm, seconded by Ryan.____

The April 2025 Welch Township Planning Commission meeting was called to order at 7:00 pm on April 24th at the Welch Town Hall by Chairman Darwin Fox. Commission members Mike Creglow, Liz Pasch and Welch Township Supervisor Andrew Jenson were present.
The Pledge of Allegiance was recited. Minutes for the March PC meeting had been previously emailed for review. Creglow made a motion to approve the minutes as recorded. Jenson seconded the motion, and the Commission members voted unanimously to enter the meeting minutes into the permanent record.
Building permit requests
John Otto plans to build a new storage shed sized 40 x 56. The location complies with township setback requirements, so Jenson moved to recommend permit approval by the town board at the next meeting on May 2nd. Pasch seconded the motion, which carried with a unanimous vote in favor.
Kris and Kevin Peterson plan to have their existing deck rebuilt and possibly make it slightly smaller on the same location as is currently. Mike moved to approve the project for a building permit and Fox seconded the motion, which carried.
Aaron Bauer appeared on behalf of Mark and Christina Bigelow, who plan to convert their existing dog kennel to a 52 x 38 agricultural shed at the same location, which complies with setbacks. Pasch made a motion recommending permit approval by the town board, Jenson seconded the motion, which carried.
No further discussion worth mentioning ensued, and the meeting was adjourned at 7:30pm.

The March 2025 Welch Township Planning Commission meeting was called to order at 6:58 pm on March 27th at the Welch Town Hall by Chairman Darwin Fox. Commission members Mike Creglow, Tom Ryan, Liz Pasch and Welch Township Supervisor Andrew Jenson were present. Visitors attending included Adam Bauer, Marcus Johnson and Jessica Jacobson.
The Pledge of Allegiance was recited. Minutes for the February PC meeting had been previously emailed for review. Creglow made a motion to approve the minutes as recorded. Ryan seconded the motion, and the Commission members voted unanimously to enter the meeting minutes into the permanent record.
The PC meeting was paused so that a preconstruction meeting for 130th Avenue improvements could be held with all Town Board members present. (See notes taken by Township Clerk Jacobson.)
The PC meeting resumed at 7:40pm with a lengthy discussion regarding building permit setbacks in Welch township as compared with those established in Goodhue County. The Planning Commission made a motion that the 100’ setback in Welch Township be changed to 30’ except for any buildings constructed for animals, which would remain at a setback of 100’. Creglow seconded the motion, and the vote was unanimous to make the recommendation to the Welch Town Board.
Creglow moved to adjourn the meeting at 8:02 pm and was seconded by Jenson.

The February 2025 Welch Township Planning Commission meeting was called to order at 7:00 pm on February 27th at the Welch Town Hall by Chairman Darwin Fox. Commission members Mike Creglow, Tom Ryan, Liz Pasch, and Welch township Supervisor Andrew Jenson were present. Visitors attending included Adam Bauer and Aaron Bauer.
The Pledge of Allegiance was recited. Minutes for the January PC meeting had been previously emailed for review. Creglow made a motion to approve the minutes as recorded. Jenson seconded the motion, and the Commission members voted unanimously to enter the meeting minutes into the permanent record.
Building permits:
Aaron Bauer presented plans to build a house on his land that would replace a previous dwelling that had been taken down by previous property owners. The new dwelling would be attached to an existing garage and the construction complies with all setbacks. Creglow moved to recommend the Town Board issue a building permit. The motion was seconded by Pasch and the committee voted unanimously in the affirmative.
Adam Bauer inquired regarding what uses are authorized for the building he purchased in the Welch hamlet next to the Bleu Dog Café. Since the hamlet is zoned as multi-use, there are a number of options that Mr. Bauer can consider.
Darwin Fox presented plans for an addition on a house on behalf of Kevin Gardiner who could not attend the meeting. The plans comply with all setbacks. Creglow moved and Ryan seconded a recommendation for the town board to issue a building permit at the next town board meeting Mr. Gardiner attends.
Discussion regarding a Welch Township ordinance for cannabis growing and processing ensued. The Planning Commission voted unanimously that cannabis growing and processing be allowed only on commercially zoned property with a 1,000-foot setback due to odor control, which is consistent with the existing setback established for feedlots in Welch Township. The additional ordinance would be added to the existing after a public hearing to be set by the Welch Town Board. Creglow moved to recommend this requirement to the Town Board, which was seconded by Fox. The commission voted unanimously in favor.

The January 2025 Welch Township Planning Commission meeting was called to order at 7:00 pm on January 23rd at the Welch Town Hall by Chairman Darwin Fox. Commission members Mike Creglow, Thomas Ryan, and Andrew Jenson were also present. Supervisor Aaron Bauer was in attendance. There is a posting on the Town Hall that additional supervisors may be present while the Planning Commission is working on potential new ordinances.

There were no building permit requests.
Discussion:
Cannabis Ordinance was discussed at length. This meeting was a starting point, with lots of discussion. More research will be done. Below are points discussed.
Possibility of the township creating an ordinance regarding cannabis was discussed briefly at the December Board Meeting.
County ordinance discusses distances from daycares, schools, etc. for processing and selling. Welch Township may want to include churches as well.
Welch Township will be looking into creating an ordinance for setbacks for growing, possibly similar to those for a feedlot, due to the odor from the cannabis plant.
Permits are limited – there will not be many.
Does the Township need to have an ordinance limiting processing and selling to commercial properties? More research will need to be done on this. Welch Township only has 2 commercial properties.
There is uncertainty about permits, if they are issued for processing/selling, growing, or both. More research needed here.
Any ordinance put in place by a township cannot be more restrictive than the State of MN. Stearns County has an ordinance in place. Creglow and Fox will look into this.
The Township will also potentially be looking into conditional use permits for greenhouse growing.

Bob Heiller is not ready to apply for a building permit but had some questions about the requirements to add an addition to his house at 23936 Cty Rd 19 Blvd. After looking at the setbacks to the road and property lines it was determine that an addition would meet all the requirements.

Jeff Keesey presented his intention with a sketch to request a building permit for a 50’ x 104’ shed on his property at the corner of 155th Avenue and 225th Street. He was informed of the required setbacks and said the proposed shed location would easily comply. Pasch filed a motion to recommend the Town Board approve his permit request, which was seconded by Creglow. The motion carried by unanimous vote.

Brandon Napper appeared before the Commission to present plans for a pole barn to be erected on his property at 25899 130th Avenue. The building is proposed to measure 54’ x 48’ x 16’ and its location complies with all setback requirements. Creglow moved to recommend approval by township supervisors when presented at the next township meeting on June 6, 2024. Pasch seconded the motion, and the favorable vote was unanimous.

The March 2024 Welch Township Planning Commission meeting was called to order at 7:00 pm on March 28th at the Welch Town Hall by Planning Commission Chair Darwin Fox. Members Liz Pasch and Mike Creglow were present. Jeff Endres also attended.
The Pledge of Allegiance was recited. Minutes for the February PC meeting was previously emailed on February 26, 2024, for review. Creglow made a motion to approve the minutes as recorded. Pasch seconded the motion, and the Commission voted unanimously to enter the meeting minutes into the permanent record.
Building permits:
Jeff Endres appeared before the commission to request a building permit for a new home to be built at 13915 Welch Trail. He had previously built a shed at the site. Endres presented building plans for the new home but did not bring sketches of the building site plan to indicate setbacks. According to Endres, the building location for the home complies with all setback requirements, which was confirmed by Fox who has personal knowledge of the site. Endres intends to appear at the April Town Board meeting with a completed building permit application and all other required information including a site plan. Pasch moved to recommend approval of a building permit providing it complies with required setbacks as demonstrated at the April Town Board meeting. Creglow seconded the motion and it passed unanimously.
After a general discussion, Creglow moved to adjourn the meeting at 8:08 pm seconded by Fox, which carried by unanimous vote.

Welch Township Planning Commission Chairperson Darwin Fox called the January 2024 Planning Commission meeting to order at 7:00 pm on January 25th at the Welch Town Hall. Guests in attendance included Jake Kohn accompanied by his two young sons.
The Pledge of Allegiance was recited. Minutes for the December 28th PC meeting was previously emailed on January 2, 2024, for review. Creglow made a motion to approve the minutes as recorded. Jenson seconded the motion, and the Commission voted unanimously to enter the meeting minutes into the permanent record.
Building permits:
Jake Kohn presented drawings of proposed plans to build storage units at his commercial property, formerly the Country Pump. Since the road in question is Highway 61, both Goodhue County and MNDOT will need to be involved in the interpretation of the setback requirement along the highway. The plans as drawn comply with Welch Township setback requirements on the other three sides of the property. Kohn agreed that if needed, he would eliminate one or more storage units in order to comply. He will pursue meeting with Goodhue County and MNDOT at the earliest possible opportunity with the intention of attending the Welch Town Board meeting on February 1st.
After a brief general discussion, Jensen moved to adjourn the meeting at 7:58 pm seconded by Creglow, which carried by unanimous vote.

Welch Township Planning Commission Chairperson Darwin Fox called the December 2023 Planning Commission meeting to order at 7:00 pm on December 28 at the Welch Town Hall. Planning Commission members Mike Creglow and Welch Township Supervisor Andrew Jenson were present. Liz Pasch arrived a few minutes later. Guests in attendance included Bob and Terri Ryan, MacKenzie Lawrence, Domenic Scudera.
The Pledge of Allegiance was recited. Minutes for the November 22nd PC meeting was previously emailed on November 25th for review. Creglow made a motion to approve the minutes as recorded. Jenson seconded the motion, and the November PC voted unanimously to enter the meeting minutes into the permanent record.
Building permits:
Bob and Terri Ryan at 13789 Highway 61 appeared before the PC to present plans to segment a few acres on their property for a separate parcel in order to build a second dwelling. Bob has already discussed the proposed project with Goodhue County who, according to Bob, has given preliminary approval. Ryan provided handouts of the property sketch with locations of the existing dwelling, large pole barn, and proposed location for second dwelling. His request was for two or three acres depending on recommendations by the PC and enabling the conservation of as much farmland as possible. After significant discussion, the PC recommended the parcel should be three acres extended to the south and the second dwelling site adjusted so that the south, east and west sides would comply with the township’s required 100’ setback. The north side of the dwelling would require a variance as it would be under the 100’ setback from the pole barn and expected to be approximate 30’, which is the setback required by Goodhue County. After further discussion and agreement of Mr. Ryan, Pasch made a motion to recommend the Welch Town Board accept the modified plan described above when Mr. Ryan presents new plans and files the appropriate paperwork. Creglow seconded the motion, and the vote was unanimous. Mr. Ryan will contact Welch Town Clerk Jessica Jacobson to be included on the Town Board meeting agenda and requirements for the variance.

Building permits:
At the March Planning Commission meeting on March 23, 2023, Ron Fox, Cindy Fox, Devon Wittman, and Makenzie Franklin expressed interest in moving a temporary home to a 68-acre parcel. They are no longer interested in a temporary home but will request a variance to change the building site on the parcel for the construction of a permanent dwelling. The new location would reduce the length of the driveway needed and in so doing retain acreage for agricultural purposes. The process and timing required for the variance was discussed at length. They intend to attend the December Town Board meeting on December 7 to apply for the variance from the township board of supervisors.

Building permits:
Joe Waller had previously appeared before the Planning Commission and Township Board regarding approval of a variance to allow an Accessory Dwelling Unit, which was granted by the Goodhue County Board of Adjustment on September 25, 2023. Waller was advised to appear separately regarding an additional variance request to build an attached garage that would place it closer than the required setback of 100’. All requirements for contacting neighbors and posting the variance request were met at the time of the meeting and it was determined that the garage location of 34’ from the neighbor’s property would not impede the neighbor’s farming of said land. Creglow made a motion to recommend the Town Board approve a setback variance to 34 feet instead of the required 100 feet. Pasch seconded the motion, which carried by unanimous vote. Waller will appear at the November 2nd Town Board meeting to formally apply for the variance for the garage construction.
After general discussion, Creglow moved to adjourn the meeting at 7:52 pm seconded by Jenson, which carried by unanimous vote.

Building permits:
Joe Waller appeared again before the Planning Commission for approval of a variance for an ADU (Accessory Dwelling Unit), which was already approved by Goodhue County. The PC determined that the ADU fits within the scope of requirements. Creglow moved to recommend Town Board approves the building variance. The garage part of the project will be addressed at a future meeting.
Ronald Sanford presented a building permit request for the commission to review. The building is a 30x45’ shed for storage. The drawing he presented did not have specific distances from the proposed shed to the lot lines but said he was willing the move the shed to wherever he needs to on the property to comply with minimum township requirements. He will ask his son Darold Branson to present the drawing with specific distances at the town board meeting to get the permit.
After general discussion, Creglow moved to adjourn the meeting at 7:56 pm and the motion was seconded by Ryan, which carried by unanimous vote.

The meeting was held in the parking lot of the Town Hall due to excessive heat inside the building. Building permits
Joseph Waller plans to convert a former storefront into an ADU (Additional Dwelling Unit) at 23635 Hwy. 316. He will need to apply for a building permit for a change of use and a variance since the building is 200 feet away from the main residence which is occupied by his mother. Goodhue County advised Waller to attend the Planning Commission meeting so that Welch Township is advised of his intentions before applying for the variance.
Randy Peine plans to build a 35’ x 18’ addition to an existing building for the purpose of equipment storage. Pasch made a motion to recommend the Town Board approve his building permit. Creglow seconded the motion and it carried unanimously.

Plan to tear down current 36’x40’ shed, and replace with 54’x40’ shed with 14’ walls. New building will be same at the back, 77’ from the property line. Other sides will move by 5’ and 6’. Well and septic are not near. Planning Commission noted that the Board will want and estimated value of the project. Variance not needed for back property line, because of existing building being replaced.
Creglow made a motion to recommend approval to the Board, Hartman seconded. Motion carried by unanimous vote.
Tim Clancy/Solar Connection/Matt and Maddie Chowen:
Tim distributed a site plan, line diagram, and wiring diagram. Project will be 108’ from property line. Setbacks are met. Planning Commission noted that the Board will want an estimated value of the project.
Fox made a motion to recommend approval to the Board, Creglow seconded. Motion carried by unanimous vote.

Guests who attended include Phil Finucan, Diane Neubauer, Kelly Daley, Rodney Ries, Ron Fox, Cindy Fox, Devon Wittman, and Makenzie (sp) Franklin.
The Pledge of Allegiance was recited. The February 2023 PC meeting had been cancelled due to inclement weather. Minutes for the January 26, 2023, PC meeting were emailed on January 30th for review. Creglow made a motion to approve the minutes as recorded. Jensen seconded the motion, and the vote to enter the January meeting minutes into the permanent record was unanimous.
Building permits:
-Phil Finucan expressed interest in building a lean-to addition onto his existing garage/shed, which is located less than the setback of 100’ from the property line. The lean-to would be approximately 22’ from the property line. Due to the setback requirement not being met for the existing shed or the addition, the PC does not recommend a building permit without a variance. The PC recommends that the Welch Town Clerk search the records for a variance application for the shed which was estimated to have been built around 2003.
-Kelly Daley and Diane Neubauer plan to build an attached garage to their existing home and a covered porch on the front of the house. Both additions meet all required setbacks. Creglow moved to recommend the Welch Town Board approve building permits seconded by Hartman. The vote was unanimous.
-Rodney Ries would like to build an AG building on property he is buying from his father located at the junction of Highways 316 and 61. The proposed shed meets all setback requirements. Pasch made a motion to recommend the Welch Town Board approve the building permit, and Jenson seconded. The vote was unanimous.
-Ronald Fox expressed a preliminary inquiry about the requirements to move a temporary home on a 68-acre piece of property he is in the process of purchasing from family members. The intention for the temporary home would be for his stepson, Devon Wittman, to use while building a permanent home on the property after which the temporary home would be removed. Goodhue County has already confirmed that a home can be built on the property. Nothing in the Welch Township Building and Zoning Ordinance prevents them from putting a temporary home there so no motion was required.
After a brief general discussion, a motion to adjourn the meeting at 8: 07 pm was made by Jenson and seconded by Hartman. The next WPC meeting is scheduled for Thursday, April 27, 2023, 7:00 pm, at the Welch Town Hall.

Building Permits
Ron and Cindy Fox came before the Planning Commission with request for a building permit for house. Value – approximately $350,000-$380,000. Their shed is already built. They have a variance from Goodhue County for set back from bluff. Welch Township has already reviewed this request before when they requested permit for the shed. Ron and Cindy had the plans for the home, and these were reviewed by Planning Commission members.
Mike Creglow made a motion to recommend the permit. Darwin Fox seconded.
Ron and Cindy will attend the Welch Township Board meeting on Thursday, December 1st.
Clerk Jessica Jacobson received a voicemail message from True North Solar regarding a residential project they are doing in Welch. The address is 24538 County 7 Blvd It is a solar project on the roof. She asked if Jessica is the correct person to email the township approval application to. Jessica left return voicemail for Donna at True North Solar giving her email address.
Per Planning Commission, there is no permit required, and Jessica is to complete the approval application when received from True North Solar.
Planning Commission discussed the Tree Service Business that was previously operating at the old “country pump” location. It appears that this business has moved to a piece of land that is privately owned in Welch Township. This property is not owned by the business owner, and is not zoned commercial. It was noted that the township would only allow this if the property was zoned commercial. No one is currently living at this property, and a demolition permit has been previously requested to demolish the home.
QUESTION: Could the board request that the business owner/property owner come in to explain what is going on at this property? (Would need to cc the county on request).
This topic will be added to the board agenda for December.

Carl Flynn came before the planning commission to request a permit for a 66’ x 108’ pole shed. He is in section 22, and has 90 acres. The building will be outside of the driveway and is about a ½ mile from the property line. There are no set back issues. It is not near well or septic. Mike Creglow made a motion to recommend approval by the Town Board, with a second by Ellen Hartman. The vote was unanimous.
Mitch Jackson came before the planning commission to request a permit to build a garage. Darwin Fox noted that Mr. Jackson has already appeared before the board of adjustment. He will be building a retaining wall, and a variance was granted at the board of adjustment for bluff set back. Mr. Jackson’s property is 110 acres. The garage will be approximately 125’ from the property line. Mike Creglow made a motion to recommend approval by the Town Board, with a second by Ellen Hartman. The vote was unanimous.
Janice and Justin Fier came before the planning commission to request a permit to build a home with attached garage on their property. This would be in section 31. Janice stated that this is a residential building site, and it is currently A-2 agricultural land. The home would be 115’ from the northern property line, approximately 100’ on all sides. It was noted to Janice that there is a 3 acre minimum for the parcel they are building on. Janice and Justin own several parcels, and county would decide how that would be broken up.
Planning commission asked if the neighboring lot is a registered feedlot
If so, the new home would need to be 1000’ from the property line
It was noted that a property can be a registered feed lot even without animals present
Janice was advised that the county can give her this information

Goodhue County Building Permits – Township Survey was received by Clerk Jessica Jacobson, and completed at the meeting by Welch Township Planning Commission. Clerk Jessica Jacobson will scan survey for record, and mail back to Goodhue County.

Building permits
Mike Johnson from Top Shelf Builders represented Wes and Dawn Thompson who plan to build a 16’ x 50’ addition onto their home at an estimated cost of $190,000. According to Johnson, the addition complies with all setback requirements, and he intends to appear at the next Town Hall meeting on July 7th with all required documents. Creglow made a motion to recommend approval by the Town Board, with a second by Hartman. The vote was unanimous.
Appearing again before the PC was Brianna Kohn along with husband Jake Kohn who are in the process of purchasing the property formerly known as Country Pump and intend to put a fence around the property with gates for storage of company equipment. They also intend to install a 40’ tower for training purposes and an additional shop building. There are no current ordinances that address building fences, so no motion or vote was required.

In the absence of PC Chair Darwin Fox, Welch Township Supervisor Andrew Jenson called the May 2022 WTPC meeting to order at 7:00 pm. Creglow made a motion to approve the April minutes previously distributed and reviewed. Building permits
Karl Vollmers intends to put a 40-foot shipping container on his 53-acre parcel off the Welch Shortcut in section 24 for the purpose of storing equipment used on the property. Location for the container will be at least 150 feet from all property lines. Pasch moved that his request be referred to the supervisors for approval. Creglow seconded and the motion carried.
Les Anderson plans to replace a 104x76 shed on his property at its existing location. Creglow motioned to recommend approval by the supervisors at a future town board meeting and Hartman seconded the motion; vote was unanimous.
Chuck Paulson has 12 acres on section 36 that’s been rezoned to A2 and is considering building a pole barn with lean-to. There is currently only a small shed on the property but no dwelling. He also expressed interest in adding a well and toilet/septic to the structure so that he can use the building as a shop. Paulson will research further and attend a future town hall meeting.
Township mailbox
Ross Nelson has agreed to allow a cluster mailbox in front of the Welch Mill under the streetlight that would be used for Welch township official mail, replace the four mailboxes for the apartments and be used for persons in the hamlet who choose to do so. Ryan will research costs and installation process.

Building permits
James Good, owner of the Bleu Dog Café in the Welch hamlet, appeared before the PC with revised plans to build a deck in the front of the café which would extend only minimally beyond the existing concrete structure. According to Mr. Good, Goodhue County has already approved the new plans. Creglow made a motion to recommend the Town Board approve the building permit. Ryan seconded and the motion carried with a unanimous vote.
Other business
The PC was asked to discuss the difference in setback requirements between Goodhue County and Welch Township to determine if township requirements should be adjusted. PC members agree that more consideration, research, and discussion is required before a recommendation can be made.

Based on the footprint of his plans, which would extend the deck at least six feet beyond the existing concrete structure, the PC recommends Mr. Good contact Goodhue County to determine the road right of way and setback requirements for the Welch Trail.
Tom and Dana Groh have purchased the agricultural land with buildings they’ve been renting from Ruth and Morris Jones. They plan to add an additional building (80’x160’) and also add a 16’x20’ room to one of the existing buildings. Hartman moved to recommend the town board approve their two permits; Creglow seconded the motion.

Building permit procedure
Ken Slingsby had previously forwarded the procedure for obtaining a building permit established in 2003 to town board and planning commission members. Creglow subsequently made minor edits to the procedure and emailed the revision to PC members for review. The revision was discussed and additional edits recommended, which Creglow will incorporate and forward to Pasch for final editing, and distribution to town board and PC members prior to adding to the Welch township website.

Paul Carlson storage building
Paul Carlson appeared before the Welch Planning Commission to present his plans for a new storage building on his approximately 13-acre property located on the Welch shortcut road. The PC determined the existing density allows Carlson’s property to be a buildable site, and his sketch of the proposed building complies with township setback requirements. Creglow moved to submit Carlson’s building permit request to supervisors for approval. Hartman seconded.
Welch website
The current Welch Township website design and existing content compared with potential township needs was discussed. Creglow provided numerous suggestions on website redesign that in his opinion would be more comprehensive and useful for residents than the current free platform being used. Discussion included current use and need, projected future use and need, and additional cost. No change to the website platform will be made at this time.
General discussion
Hartman moved to adjourn the November meeting at 7:52 p.m. with a second by Fox. The next WPC meeting is scheduled for Monday, December 13th at 7:00 p.m. at the Welch Town Hall.

Chairman Darwin Fox called the September 2021 WTPC meeting to order at 6:45 p.m. after which the Pledge of Allegiance was recited. PC members Mike Creglow, Ellen Hartman, Liz Pasch, and Thomas Ryan attended as well as Welch Township supervisor Andrew Jenson.
Creglow moved to approve the August WTPC meeting minutes and Jenson seconded the motion. Fox and Pasch recused themselves from the vote since they did not attend the August meeting. The vote carried to accept them as recorded into the permanent record.
Storage shed permit
Jeremy Hanson pr ovided printed diagrams for a proposed storage shed on his property. The proposed shed’s location meets the setback requirements of the township. A conditional use permit (CUP) is required by Goodhue County, and the township’s signature is required to indicate they are aware of the proposed building and CUP. Deputy clerk Pasch signed the CUP permit as directed by Chairman Fox indicating the township is aware of the request. The CUP signature does not constitute township approval, just awareness of the project, and Creglow moved to recommend permit approval to the town board. Hartman seconded the motion and the vote carried with Fox recusing himself from the vote.
Other permit requests
Tom Ryan has withdrawn his previously approved permit request to building an addition to his home.
Pay for township officials
The topic of pay for township officials is not an agenda item assigned to the PC and is in the process of review by the Welch Town Board. (see October 2021 minutes.)
PC meetings
A discussion ensued regarding multiple residents’ requests for “special” planning commission meetings to review building permit requests as opposed to waiting for the regularly scheduled meetings. Since special meetings require a minimum of three Planning Commission members to provide a quorum and that some PC members have not been able to attend, the consensus was that the town board should decline the special request unless there are particularly unusual or urgent circumstances. The PC recommends the town board to change PC meetings to the fourth Thursday of each month to be more accommodating to residents’ needs and planning commission members’ schedules. In the case of a holiday, the PC meeting would be held on the fourth Wednesday. Creglow made the motion, Fox seconded, no further discussion ensued, and the ayes carried.

The minutes from the July 2021 meeting were approved as read.
New Business:
Tom Ryan of 13179 Hwy 61 presented plans to add an addition to his home. The addition will include a shop area and in-law quarters. The living addition is 24' X 36' and the shop addition is 24' X 36'. The setbacks meet township guidelines according to the aerial photo provided by Mr. Ryan. Mr. Creglow made a motion to approve the request and recommended forwarding to the Town Board for approval, seconded by Mr. Jenson, passing unanimously.
Discussion:
Pay for Elected Officials – The hourly pay for township officials was discussed. Consensus was that hourly pay requests need to be monitored and approved by the Supervisors. No increase in pay hourly pay was recommended at this time.
Special Meetings – Special meeting requests were discussed. Consensus was that citizens requesting a special meeting need to pay a fee that, at a minimum, covers the cost of paying the Planning Commission members to attend, and the fee should be charged to each person requesting a special meeting. A fee of $300 was suggested.
The rules for a quorum of the Planning Commission need to be investigated, such as can a Supervisor fill the role of a Planning Commission member if needed. The steps in obtaining a building permit need to be clearly stated on the website.
A motion to adjourn was made by Mr. Ryan at 7:55 p.m., seconded by Mr. Creglow, passing unanimously.

Anderson permit
Richard and Dawn Anderson presented drawings, documents and information regarding an 18’ x 22’ room addition they plan to add to their existing home. The home is currently 115’ from the nearest property line, and the addition would bring it approximately 105’ from the same line and still comply with township setback requirements. There were not additional issues noted or further discussion. Hartman made a motion to recommend the Welch Town Board approve the building permit, Creglow seconded the motion and it carried with a unanimous vote.
Welch Town Hall
Pasch provided a verbal summary of her June 16th meeting with Adam White of Red Wing Construction at the Town Hall to evaluate and discuss needed repairs and renovations to continue using the facility as it is presently being used. Juan Pasch, who has considerable commercial construction experience, was also present to provide additional consultation. The general consensus was that the building is structurally sound but a few areas needing attention. A written summary from Red Wing Construction has not yet been received but is expected by the August meetings.
General discussion

Zotalis swimming pool permit
Brad Thatcher of Thatcher Pools & Spas submitted printed drawings that had already been distributed via email to Welch Township Board members and the Welch Planning Commission members as well as Goodhue County. After review by the PC, Creglow moved and Ryan seconded the motion for the Welch Town Board to approve the application. Zotalis and Thatcher will appear at the June township meeting for final approval and signature.
Eliza Mark
Mark provided a site plan and drawings for a proposed new house on six acres. Mark was informed on the requirements for the building site and appropriate setback compliance, driveway permit, location sketch, etc. Based on preliminary aerial location photography and the proposed house location, Pasch moved to recommend approval by the town board at the June township meeting and Creglow seconded. The motion carried.
Town hall building, post office
Continuing discussion ensued regarding options for the deteriorating town hall. Pasch moved to proceed on finding a building inspector to assess the condition of the current town hall and Ryan seconded the motion, which carried. Fox and Pasch will commence research to find contractors for inspection of the hall and cost to bring it up to current standards of building code compliance.
Conditional use permit fee change
Based on a closer comparison of the cost to implement a CUP, Fox moved to recommend to the town board that the fee should be reduced to $250 retroactive May 1, 2021. Ryan seconded and the motion carried.

CUP
Ross Nelson has proposed a roofed, more permanent structure to be erected on the site in the Welch hamlet where he previously and for several years has provided a shaded, open-air spot for his guests at Welch Mill Tubing and Canoe Rental. The roofed, open-air structure would be approximately the same size as the existing concrete slab. Creglow made a motion to recommend the Welch Town Board follow the protocol for a conditional use permit (CUP) including a public hearing. Hartman seconded and the motion carried.
Building permit
Brian Childs is requesting a building permit to replace his previous home that burned down in Section 36 in north Welch Township. The property is 122 acres, the building site will be at the same location as the previous structure and setbacks were found to be more than adequate. Pasch moved to recommend the Welch Town Board approve the building permit. Ryan seconded the motion and it carried without dissent.
Solar installation
Kyle Swarbrick of Winona Renewable Energy LLC appeared representing Duane and Kathy Bjorkland’s request to install a solar array on their property. The 800-square-foot area consists of 112 panels in total and is expected to cover approximately 120% of their use. A detailed site drawing showed that the array complies with setback issues. Hartman moved to recommend approval with a second by Creglow and unanimous approval.
Town hall building, post office
The PC previously recommended the Welch Town Board contact Welch landowners for the purpose to acquire suitable land on which a new town hall could be built with the possibility of an attached post office. The WTB is in the process of discussions with area landowners as well as a representative from the U.S. Postal Service.
Article 35 Conservation Subdivision District
Fox informed the PC that Goodhue County is reconsidering details of requirements for Article 35 and will be discussed further when in-person meetings resume. Consequently, the decision of the Welch PC is to table further discussions until after Goodhue County resumes their analysis of Article 35 and communicates new information regarding the same to Welch Township.

Building permit
Michael Haege presented the PC members with a site drawing indicating the location, setbacks and an exterior drawing of a proposed addition to his existing home. The PC found no setback issues because of the addition. Creglow moved to recommend approval for the building permit by the Welch Town Board and Hartman seconded the motion, which carried by unanimous vote.
Township financial audit
The Town Board requested the PC to investigate and discuss the process for a township financial audit. PC members previously received the Minnesota Legal Compliance Audit Guide for Towns from the Office of the State Auditor to review. After lengthy discussion, the PC recommends the township board approve and proceed on an internal audit to be conducted by township volunteers.
Town hall building, post office
Discussion continued from previous meetings regarding the deteriorating condition of the town hall and its current location prone to flooding. The PC recommends the board contact Welch township landowners for the purpose to acquire suitable land on which a new town hall could be built with the possibility of an attached post office.
Welch hamlet pumps
Fox requested inclusion in the meeting minutes a record of the previous approval to act upon the purchase of the appropriate equipment to support the infrastructure in the Welch hamlet.
Article 35 Conservation Subdivision District
Continuation of previous discussions regarding this important issue for Welch Township will be tabled until the April meeting. PC members are encouraged to closely examine the wording in Article 35 and determine the specific uses deemed undesirable and that do not fit with the intent of a Conservation Subdivision in Welch Township. Members are requested to submit said uses to each PC member for consideration prior to the April 12thPC meeting.
